The Electrical and Mechanical Services Trading Fund has signed a five-year Service Level Agreement (SLA) with the Health Bureau (HHB) earlier for providing a bunch of services for the Chinese Medicine Hospital of Hong Kong (CMHHK), establishing a long-term partnership with the CMHHK. The SLA will come into effect on 1 April 2025.

Mr Poon Kwok-ying, Raymond, Director of Electrical and Mechanical Services (4th left), and the management team, as well as Dr Cheung Wai-lun, Project Director of the CMHPO (5th left), and his team attended the SLA signing ceremony on 3 January 2025.
The CMHHK is the first Chinese medicine hospital in Hong Kong, having nine storeys and located in Tseung Kwan O, covering an area of around 42 900 square metres. The CMHHK will provide inpatient and outpatient services, with medical facilities such as an integrated rehabilitation centre, and its services will commence in phases by the end of 2025. With years of extensive experience in medical engineering services, the EMSD has been entrusted by the HHB to provide round-the-clock operation and maintenance services for the E&M, air-conditioning, building services and electronic systems of the CMHHK.
The EMSD has been in close liaison with the Chinese Medicine Hospital Project Office (CMHPO) to strive to offer the best E&M solutions for the CMHHK. To meet the demand of the client for the application of new and advanced technologies and excellent E&M services, we have launched a series of I&T solutions, and leveraged the E&M InnoPortal to pair up the client and solutions of the I&T industry, in a bid to realise our shared vision of advancing I&T applications, asset management and energy management together with our clients. The EMSD team also monitors the operation of E&M equipment in the CMHHK in real time through the Regional Digital Control Centre, check the indoor environmental quality of consultation rooms in real time with mobile sensors, and then utilise the integrated data collected to make recommendations on improving energy efficiency. Moreover, the EMSD offers value-added services for the CMHHK, including energy audits, real-time monitoring of the water quality of fresh water cooling towers, and the application of our award-winning ChillStream®: AI-based Chiller Plant Optimisation System to further enhance the CMHHK’s operation.

An EMSD staff member gave a presentation to the CMHPO representatives.
By providing high quality services for the CMHHK, we have helped to achieve a significant milestone in the development of diversified healthcare services and Chinese medicine in Hong Kong. As the two Ten-year Hospital Development Plans proceed at full speed, we anticipate further growth in the demand for maintenance services of E&M equipment in hospitals.
