Exploring I&T and Fostering Collaboration between Stakeholders for High-quality Smart E&M Development

The Electrical and Mechanical Services Department (EMSD) continues to implement the strategy of “Strengthening Innovative Collaboration between Stakeholders” under the third Five-year Strategic Plan of the Electrical and Mechanical Services Trading Fund by organising seminars from time to time to connect with stakeholders such as clients, industry practitioners and partners, fostering joint development and application of innovation and technology (I&T) solutions to uplift industry standards, thereby achieving a win-win situation. The MiMEP Symposium 2024 and EMSD Symposium 2024 were successfully held between November and December last year, which aimed at promoting I&T applications in electrical and mechanical (E&M) sector, as well as actively encouraging local, Greater Bay Area and international collaboration.

 

EMSD Symposium 2024

The EMSD Symposium 2024, successfully held from 16 to 18 December last year, was a three-day event including seminars and exhibition, the District Cooling System (DCS) Open Day, and a site visit to the Daya Bay Nuclear Power Science and Technology Museum. It is one of the events celebrating the 75th anniversary of the founding of the People’s Republic of China. The symposium, under the theme of “Empowering High-quality Development for a Green Future”, featured keynote speeches by officials from the National Energy Administration and the National Railway Administration and academics from Tsinghua University. Over 400 representatives from various sectors attended the symposium and shared innovative solutions and research and development (R&D) achievements in new energy, smart E&M, green transport and high productivity construction.

At the symposium, the EMSD signed a Memorandum of Co-operation with the Guangzhou Association for Science and Technology to strengthen exchanges and co-operation between the two places and promote technological innovation. Prize presentation for winners of the GWIN (Government-Wide IoT Network) 2024 Smart City E&M IoT (Internet of Things) Application Challenge and the Hydrogen Fuelled Street Washing Vehicle Naming and Drawing Contest, as well as the launching ceremony of the EMSD WeChat official account were also held in the event.

 

On 17 December, the EMSD hosted the DCS Open Day at the Kai Tak DCS Plant No. 3, which attracted 75 Mainland and local engineering professionals as well as more than 50 teachers and students. Through presentations and exhibits, we introduced to participants the innovative technology adopted in the construction and operation of DCS.

MiMEP Symposium 2024

The MiMEP Symposium 2024, co-organised by the Architectural Services Department and the EMSD, was held on 29 November last year, with the theme of “MiMEP and High Productivity Construction Lead the Future”. Around 800 representatives from government departments, contractors, suppliers, consultants, academic and professional institutions attended the event. The symposium featured a kaleidoscope of activities, including thematic presentations on the application of Multi-trade integrated Mechanical, Electrical and Plumbing (MiMEP) technology and related exhibition booths, showcasing the merits of its application in new and existing buildings, infrastructure and DCSs, as well as its relevant requirements, floor area concessions and more.

In recent years, the Government has taken the lead in adopting in public works projects advanced construction technologies, such as Modular Integrated Construction (MiC), Design for Manufacture and Assembly (DfMA) and MiMEP technologies, which were later extended to private projects. Compared with traditional construction methods, the MiMEP approach has shown significant improvements in construction time, quality and safety management. In view of this, the EMSD is committed to promoting the MiMEP approach, and first applied this technology in 2022 to replace the chillers for the Tai Lung Veterinary Laboratory, reducing the on-site installation processes and construction time while minimising the impact of the works on the client. We subsequently applied this technology to replace the air-handling unit at the EMSD Headquarters Building too. These successful cases have become reference models for the industry.

 

We will continue to share our innovative solutions and R&D achievements through various activities to facilitate exchanges and communication with the industry and stakeholders, so as to promote the high-quality development of smart E&M services together.
